Maturity Dimensions¶
The OIF maturity model evaluates Organizational Intelligence across ten initial dimensions.
Each dimension is scored from 0 to 5. Scores should be based on validated evidence, not aspiration or self-description alone.
Scoring Scale¶

1. Observation Coverage¶
Observation coverage measures how well the organization captures relevant signals from people, processes, systems, documents, events, decisions, and outcomes.
Evidence may include:
- source inventories
- event coverage
- document ingestion coverage
- workflow observations
- human feedback capture
- outcome capture
Low maturity means important signals are missing or local. High maturity means critical domains are observed with provenance, quality, and governance.
2. Context Quality¶
Context quality measures how well the organization interprets observations using business meaning, relationships, terminology, history, and constraints.
Evidence may include:
- shared terminology
- relationship maps
- context metadata
- classification quality
- interpretation review records
- cross-functional context usage
Low maturity means data is treated as self-explanatory. High maturity means context is explicit, reusable, governed, and useful for reasoning.
3. Memory Persistence¶
Memory persistence measures whether organizational understanding survives individuals, applications, projects, and technology changes.
Evidence may include:
- decision histories
- linked rationale and evidence
- retained lessons
- outcome records
- retention policies
- portability mechanisms
Low maturity means knowledge is personal or scattered. High maturity means Organizational Memory is durable, governed, and reusable across domains.
4. Knowledge Connectedness¶
Knowledge connectedness measures how well knowledge is linked across teams, systems, processes, documents, and experiences.
Evidence may include:
- cross-system links
- shared identifiers
- knowledge graphs or equivalent relationship models
- connected document and decision records
- cross-functional workflows
Low maturity means knowledge remains siloed. High maturity means the organization can connect related experience across boundaries.
5. Reasoning Consistency¶
Reasoning consistency measures whether similar situations are evaluated using consistent context, memory, evidence, policy, and constraints.
Evidence may include:
- decision criteria
- policy application records
- reasoning traces
- recommendation reviews
- override analysis
- consistency checks
Low maturity means reasoning depends mainly on individuals. High maturity means reasoning is explainable, governed, and informed by prior outcomes.
6. Decision Explainability¶
Decision explainability measures whether the organization can explain what decision was made, why it was made, who or what approved it, and what evidence was used.
Evidence may include:
- decision logs
- rationale records
- approval records
- evidence links
- model or rule versions
- audit findings
Low maturity means decisions are opaque or undocumented. High maturity means important decisions are traceable, reviewable, and accountable.
7. Learning Effectiveness¶
Learning effectiveness measures whether outcomes feed back into future memory, reasoning, decisions, workflows, and governance.
Evidence may include:
- outcome measurements
- feedback loops
- lessons reused in later decisions
- model, rule, policy, or workflow updates
- improvement metrics
- repeated-failure reduction
Low maturity means lessons are not captured or reused. High maturity means learning measurably improves future decision cycles.
8. Governance and Trust¶
Governance and trust measures whether the organization can control, audit, and trust its observation, memory, reasoning, decisions, actions, and learning.
Evidence may include:
- access controls
- retention rules
- audit logs
- decision authority definitions
- model and automation controls
- incident and exception records
Low maturity means governance is local or informal. High maturity means governance spans OCE capabilities and supports accountability.
9. Human-AI Collaboration¶
Human-AI collaboration measures how well humans and AI systems work together in observing, understanding, reasoning, deciding, acting, and learning.
Evidence may include:
- human review rules
- AI usage policies
- escalation criteria
- override records
- model evaluation results
- training and adoption evidence
Low maturity means AI use is isolated or uncontrolled. High maturity means AI is governed, explainable, and integrated with human judgment and Organizational Memory.
10. Intelligence Sovereignty¶
Intelligence sovereignty measures whether the organization preserves ownership, portability, and governance of its memory, context, decision rationale, and learning loops.
Evidence may include:
- export capabilities
- vendor-exit plans
- data and memory ownership policies
- architecture portability
- retention of decision rationale outside single tools
- governance over third-party implementations
Low maturity means intelligence is trapped inside people, vendors, or tools. High maturity means the organization can retain and govern its intelligence as technologies change.
Use of Dimensions¶
Dimension scores should be used to identify strengths, weaknesses, and improvement priorities.
They should not be used as certification claims in version 0.1.
