Organizational Intelligence Framework

The Organizational Intelligence Framework is an open, vendor-neutral framework for understanding and improving an organization's collective ability to observe, understand, remember, reason, decide, act, and learn.

OIF helps leaders, architects, researchers, and practitioners describe how an organization turns experience into continuously improving decisions.

Definition

Organizational Intelligence is the collective capability of an organization to observe, understand, remember, reason, decide, act, learn, and continuously improve.

It belongs to the organization. It is strengthened by people, process, knowledge, governance, and technology, but it is not a software product or a property of one application.

The Problem

Organizations often have more data and software than shared understanding. Knowledge is fragmented across teams and systems. Decisions are repeated without learning from prior experience. Institutional memory is lost when people, projects, tools, and vendors change.

AI can accelerate work, but isolated AI systems do not automatically create Organizational Intelligence. The organization still needs memory, context, governance, feedback, and learning.

Core Model

Organizational Intelligence is the outcome.

The Organizational Cognitive Engine is the enabling cognitive architecture.

Systems of Understanding apply that architecture to real organizational problems.

Organizational Intelligence Cycle

The Organizational Intelligence Cycle describes how experience becomes better future decisions.

Organizational Cognitive Engine

An Organizational Cognitive Engine is a technology-independent cognitive architecture that helps an organization observe, contextualize, remember, reason, decide, act, and learn across people, processes, systems, and AI.

It may be centralized, federated, or hybrid. It is not one monolithic AI model. It should be governed, explainable, portable, and aligned with organizational ownership of memory and learning.

Maturity Model

The draft OIF maturity model describes six levels:

0 Isolated Knowledge, decisions, and learning are fragmented.
1 Digitized Information is captured digitally but remains siloed.
2 Connected Systems and teams begin sharing data and context.
3 Aware The organization can form useful shared understanding.
4 Learning Feedback loops improve future decisions.
5 Intelligent Intelligence is governed, persistent, measurable, and organization-wide.

The v0.1 scoring model is experimental and is not a certification.
